Why have specifications? If you are going to repaint your water tank and you talk to five water tank painting companies you would surely get five different scenarious of how to paint the tank. If you talk to five paint suppliers you would also get five different sets of ideas on what products to use and how to apply them. The more people you talk to, the more confused the issue gets. Everyone has their own "pet" method. Usually these methods are not based on what is best for the tank owner, but what will add to their company's bottom line, or in the case of a salesman, his next paycheck. Money is almost always the motivating factor.

We have said many times that a thorough inspection of the structure to be painted and a good strong set of specifications are the key to a high quality, cost effective and successful water tank re-coating project. This set of rules to be followed sets the degree of quality expected. This also ensures that all Contractors are bidding apples to apples, and the bids should be more competitive.

Without a firm agreement between the Contractor and the Owner, the course of the work often becomes a series of mis-interpretation and compromise, often with the Resident Project Monitor caught in the middle. This can cause friction between the parties, can prolong the job and usually deteriorates to a series of games being played between the parties involved. This must be avoided at all cost.

The specification documents should include the "front end documents", a Contractor's questionnaire, and sections containing both the paint and technical data required for the work to be performed. Bid and Performance bond and insurance information is also included for your review. The specifications should also require both an eleventh month evaluation before the one year performance bond expires, and a thirty-six month contractor's warranty. This in itself tends to eliminate many marginal contractors and gives the contractor an extra incentive to do the job right the first time.
